This course offers students a comprehensive introduction to the conceptual, institutional, and practical foundations of information and communication policy. A good deal of our time will be spent exploring the regulatory histories, paradigms, processes, and actors shaping the ongoing development of the information field. Topically, the course addresses four principal areas: telecommunications and network development; competition, concentration, and freedom of expression; intellectual property; and privacy, security, and freedom of information. Students will gain understanding of key regulatory frameworks and debates; practical skills in reading and analyzing primary policy materials (cases, position papers, regulatory hearings, etc.); and experience in producing policy-relevant research and analysis.
